Dr. Jeffries is an international expert in the areas of nuclear safety, risk assessment, security, and corporate cultures; especially safety cultures. In his initial role, Jeff worked for an electric utility that had three nuclear plant sites where he became the senior manager responsible for the safety oversight of the nuclear fleet. After sixteen years with the utility, he moved into the consulting sector and took the position of vice president and division director at a firm where he had the lead responsibilities for licensing, nuclear safety, and technical risk assessments. He subsequently founded Paradigm Consulting Services, Inc. where he continued to provide a broad range of services that included large technical projects as well as leading oversight/advisory boards focused on operational safety issues. Additionally, Jeff led several teams responsible for evaluating and improving the organizational safety cultures at numerous operating facilities in the U.S. and Canada.
Jeff worked with the International Atomic Energy Agency (IAEA) and chaired the committee on Self-Assessment, he was on the staff of the Electric Power Research Institute (EPRI) and authored more than a dozen papers on technical and management subjects. He later served as an Administrative Judge with the NRC’s Atomic Safety and Licensing Board Panel adjudicating issues dealing with operational, enforcement and operational safety matters.
Jeff holds a BS degree from the U.S. Naval Academy, along with MS and PhD degrees from Penn State University. He’s a graduate of an Executive Management Program at the Kenan-Flagler Business School, UNC-Chapel Hill and held an Adjunct Associate Professor position in the Department of Nuclear Engineering at North Carolina State University. He is a Fellow of the American Nuclear Society, a member of Sigma Xi, and served as Chair of the Nuclear Department’s Industry-Professional Advisory Council (IPAC) for Penn State’s College of Engineering. He received the Outstanding Engineering Alumnus award at Penn State and served as President of the Penn State Nuclear Engineering Society.
